DENVER INC is a registered neighborhood group made up of a volunteer Board of Directors and Committees who gather together to research, review, and educate residents about issues that affect Denver neighborhoods.

President

Judy Baxter

A dedicated community leader, she is driven by a mission to build and sustain connections across Denver’s neighborhoods, organizations, and relationships. She has been actively involved with the Denver Inter-Neighborhood Cooperation (INC) since 2018 as a Delegate from the Historic Montclair Community Association—where she now serves as president—and brings experience in community research, leadership development, and team building to help elevate diverse neighborhood voices.

Vice President

Gretchen Armijo

An urban planning professional specializing in healthy and equitable community development, she is the founder of Equity Policy Solutions and brings six years of experience with the City of Denver. A dedicated community leader and longtime Denver resident, Gretchen has served in multiple board and volunteer roles and is committed to advancing inclusive initiatives as INC Vice President.

Secretary

Kelsey Gano

Kelsey Gano is committed to strengthening communication, transparency, and engagement across Denver’s neighborhood network in her role as Secretary of the Denver Inter-Neighborhood Cooperation (INC). She focuses on accurate record-keeping, timely information sharing, and building strong relationships to keep communities informed, connected, and empowered.

Treasurer

Annette Woodward

Annette is a longtime Cherry Creek resident who has spent more than 25 years shaping Denver’s neighborhoods through civic involvement and community leadership, serving as treasurer of the Cherry Creek North Neighborhood Association, an INC delegate, and a member of the Cherry Creek Steering Committee. With a background in physical therapy and medical technology, she now enjoys retirement pursuing her passions for gardening, duplicate bridge, and botanical illustration.

LaMone Noles

LaMone is a Denver native with deep roots in the Five Points community and a lifelong commitment to civic engagement. A former Vice President of the Denver Inter-Neighborhood Cooperation (INC) with a 30-year federal career, she continues to lead community initiatives and is dedicated to strengthening outreach, advancing DEI efforts, and elevating neighborhood voices across Denver.

Bill Hare

Bill has been an active neighborhood leader since moving to Denver ten years ago, serving as a Board Officer with both the West Highlands Neighborhood Association and Sunnyside United Neighbors. Inspired by the evolving impact of the Denver Inter-Neighborhood Cooperation (INC), he is focused on advancing RNO legislation, transportation and infrastructure efforts, and sharing best practices to strengthen neighborhood organizations.

Adriana Lopez

Adriana Lopez is a fifth-generation Denverite and Westside native dedicated to advancing equity, access, and opportunity for all families. With extensive experience in public service and community engagement, she serves as president of the Valverde Neighborhood Association and works with Denver INC to strengthen neighborhoods and foster a more inclusive future.

Shelby Drulis

Shelby is a dedicated community leader and current President of the Platt Park People’s Association, where he has helped foster connection and civic engagement at the neighborhood level. Since moving to Denver in 2021, he has embraced local involvement as a way to build community, including contributing to a Community Benefits Agreement through the West-East Neighbors United group.

Shane Sutherland

Shane is a dedicated Denver community leader and current Chair of Greater Park Hill Community, Inc., where she has served in multiple leadership roles since 2018. A longtime Denver resident and Park Hill neighbor since 2001, he has been actively engaged in community service since 2014, beginning with volunteer work in GPHC’s weekend food program. As an INC delegate, Shane is passionate about advancing affordable housing and strengthening community outreach efforts across Denver.

Denver INC is a nonprofit coalition of neighborhood associations committed to improving the quality of life in Denver’s communities. Our mission is to provide a platform for neighborhoods to engage in policy, planning, public safety, and community-building efforts.
