INC March 2020 Transportation Meeting Cancelled

The INC Transportation Committee meeting on March 12th is packed with four timely topics  multimodal network buildout, news about Denver mobility advocacy, state legislative updates, and a review and look ahead on automated traffic enforcement. INC Transportation Committee – Thursday, March 12th, 6-8 p.m at 1201 Williams St., 19th Floor 

  1. Denver’s Community Network Process — David Pulsipher, DoTI City Planner Supervisor
    Denver has just launched the Community Network process which will identify and develop neighborhood projects to improve safety and connections for people walking, biking, taking transit, and traveling by other modes in the community. The first phase of the process includes planning, design, and construction of a low-stress bicycle network that will increase safety while benefitting all roadway users, including 125 miles of new bike lanes by 2023. The first community meetings in three Community Network subareas are happening this month, to gather community input on other critical needs for building a safer, connected transportation system. David Pulsipher with DoTI will join us to talk about this new process and solicit our thoughts on how to maximize deep and diverse participation in neighborhoods.

  3. Denver Streets Partnership’s Policy Agenda for 2020 — Jill Locantore, DSP Executive Director
    Denver Streets Partnership, formed in 2016 as a coalition of nonprofit organizations advocating for people-friendly streets, has emerged as a highly-effective coordination point for bike, walk and transit advocates. This month, DSP has announced its growth from a coalition into a fully-staffed multimodal advocacy organization — a merger of WalkDenver and Bicycle Colorado’s Denver-based advocacy work — which will continue to operate with leadership from DSP’s engaged coalition of nonprofits in this area. Jill Locantore will be joining us to discuss DSP’s policy agenda for 2020.
  4. State Legislative Update – Piep van Heuven, Policy Director, Bicycle Colorado
    Each session there are several pieces of legislation that can affect the safety of the streets in Denver and around Colorado. Piep van Heuven, a regular at our INC Transportation Committee meetings, will give us a brief update on four of the most important ones, SB20-061 “Yield to Bicycles in Bicycle Lanes”, SB20-065 “Limit Mobile Electronic Devices While Driving, SB-151 “Administration of the RTD”, and HB20-1118 “Careless Driving Serious Bodily Injury”. In this brief update, Piep will bring us up to date and let us know how to most effectively advocate for making our streets safer while providing better mobility.
  5. Automated Traffic Enforcement: Status, Challenges and Expansion — Ted Porras, Denver Police Department Photo Enforcement Unit Operational Supervisor
    Denver has limited use of automated enforcement today (such as speed and red-light radar/cameras), but it’s been shown to be more effective in reducing crashes and crash severity, and is less discriminatory, than occasional police presence and ticketing. The Vision Zero Action Plan says that Denver will “create safe speeds by developing a program with a systematic approach, focusing on speed reduction along the High Injury Network (HIN) through automated enforcement and messaging, and creating slow zones within the city.” INC has been calling for metrics-driven use of automated enforcement for safety — not ticket revenue — and for slow zones in our platform since 2015. Ted Porras will give us an overview of what’s in place today, the evolving technology available, legislative factors, and the forthcoming plans for metrics-driven expansion of automated enforcement in this timely update.
