Two years ago, Intern-Neighborhood Cooperation, an umbrella group for Denver neighborhood associations, passed a resolution calling for the city to lower the event limit and also to impose a limit on low-frequency bass sounds, as the city has for Red Rocks Amphitheatre.
“That’s the one that travels so far and you can hear it,” even if it’s not loud, said Cindy Johnstone, who co-chairs INC’s Parks and Recreation Committee. “It’s a very important piece that’s being ignored.”
This case presents several precedent-setting issues of state-wide importance about the integrity of the local land use planning and quasi-judicial rezoning process, which affect all local government officials and Colorado property owners in zoned communities.

Like many cities across the country, Denver is experiencing an epidemic of heroin use. Hospital admissions, treatment, calls for service, and accidental heroin overdose deaths are rising. The Cherry Creek bike trail and several of our Downtown parks have become hot spots for drug sales and use, jeopardizing the public’s ability to safely enjoy some of our treasured outdoor recreation areas.
To address this complex issue, several city departments have been working together the past few months on a multi-faceted approach. We have been deploying additional police officers, drug prevention and treatment specialists, behavioral health professionals and paramedics to the trail and nearby parks. Police have made 128 felony arrests, the vast majority of them for drug sales, along the trail. An estimated 3500 needles have been collected this year along the trail and from parks throughout the city, including those placed in the needle deposit box.
As described in the attached report, our audit revealed that DPR needs to improve contract
administration practices. Specifically, DPR does not have formalized and up-to-date policies and procedures and roles and responsibilities are unclear. DPR also lacks controls to ensure reliability and accuracy of information entered into the contract administration system. In addition, controls related to on-call contracts need to be enhanced and DPR is also at risk of losing institutional knowledge at the management level owing to a lack of segregation of duties and documentation surrounding contract decision making. Contract administration weaknesses identified negatively impact DPR’s ability to properly manage contracts.

The Ruby Hill Bike Park is a regional amenity located within the City and County of Denver along the South Platte River. The park’s natural topography with more than fifty feet of elevation difference between the top and bottom of the bike park provide a great riding experience as well as views of the city skyline. The bike park will provide a family-friendly environment where riders of all skill levels can come and practice biking skills. The bike park is designed with a series of trails and features of varying size and difficulty that allow novice to experienced riders to develop skills and confidence as they progress through the unique challenges of each of the trails and features. Kimberly demonstrated a pollinator hotel that can easily be built and can provide shelter for different kinds of pollinators. One of the main ways to work with City parks is to have the City pass a resolution saying that they will not use chemicals on the parks and parkways.
