INC Ballot Forum Schedule — Oct. 8, 2022, 9 am
9:00 am — Meeting called to order. Land acknowledgment, community announcements, and rules for the forum.
Rules for the Forum:

Our bylaws require us to present both sides of an issue, if available; however, in the case of Initiated Ordinance 305: No Eviction without Representation, after several attempts we have not found any group wishing to oppose it. Because we believe that it is in INC’s interest to inform people more fully about this issue, we are providing information about this ballot measure and will allow questions from the audience through Chat. We are allowing 15 minutes for this discussion.
- For the ballot measures where we have speakers for both sides of the issue, the schedule is

3 minutes for ballot and speaker introductions

2 minutes for each side to present their case. Speakers will be timed when they begin speaking.

15 minutes for questions from the Chat (each side will have 1 minute respond)

2 minutes for each side to summarize their position

26 minutes total per topic

Attendees agree to be respectful of the presenters and fellow attendees when writing questions in Chat.

Attendees’ questions for presenters may not include insulting, vulgar, or abusive language or any other language that violates INC’s policy of openness and inclusivity.

Questions for presenters must be relevant to the discussion topic.

Anyone disrupting the meeting or submitting inappropriate questions, as determined by the presiding officer, shall be asked to “come to order,” and anyone who does not will be removed from the meeting.

The host of the meeting or mediator reserves the right to discontinue the Chat function if any of the above points has been violated. The Chat will continue to be sent to the host or facilitator to monitor the questions and comments. When appropriate, these questions and comments will be relayed to all participants and the moderator.
Xochi Gaytan will be the moderator for the forum.
9:15–9:30 am—Initiated Ordinance 305: No Eviction without Representation
Wren Echo from ACLU will present arguments for the ordinance. As noted above, there will be no opposition speaker to this initiated ordinance.
Initiated Ordinance 306: Waste No More—9:30–10:00 am
Ean Tafoya will present arguments in support of the ordinance and Dennis Royer arguments against.
Initiated Ordinance 307: Denver Deserves Sidewalks—10–10:30 am
Jonathan Pira from Denver Deserves Sidewalks will present arguments for the ordinance and former Mayor Wellington Webb against.
State Proposition 121: State Income Tax Rate Reduction—10:30–11 am
Ben Murrey from the Independence Institute will present arguments for the proposition, and State Senator Chris Hansen against.
